It will not work. Customer Relations will only deal with Customers wanting to disconnect. If people are looking for offers they get passed back to Customer Care. This dosn't always happen because if someone is having a bad month they may take the call because its a easy save for them but this should happen.

No true, at no time did I say I was leaving NTL or wanted to leave, but Bob gave me a super deal

It is very true, but like I said most staff will just take the call anyway and put on the notes customer thinking of disconnecting (or some other variation), then log the call as a save. better stats for them and more commision for the department.

Which is why as soon as a customer comes through I ask direct are you wanting to disconnect if they say yes or I will if you don't give me a offer then they get delt with if not its off to customer care for them

As you have all 3 services you are more likely to get a discount, the OP only has BB and as has been said before there are very few, if any discounts available to single service customers. Especially Broadband.

Surely virgin want to keep theyre customers as they want to beat sky for customer numbers so surely they will offer deals to keep, obviously they wont offer stupid deals otherwise they would be out of pocket

The reason I have all 3, is because Bob give me a deal :)

Now if you only have broadband, then a deal can be adding another service and a greatly reduced cost on both.

But then if you are adding a service, a deal can be done through standard sales, you don't have to speak to customer relations

I just called retentions on the 0845 454 1111 number and told them i'm thinking of leaving because my 20mb connection has degraded over the last month or so.

They have offered me the 20mb at half the price for 3 months, that's £18.50 instead of the usual £37.00. He said call back in 3 months to have it extended for a further 3 months (if the deal is still available).

BTW, I only have the broadband, I got rid of the TV and phone middle of last year.
