1st 128K took 14005 ms = 9359 Bytes/sec = approx 78 kbits/sec
2nd 128K took 15362 ms = 8532 Bytes/sec = approx 71 kbits/sec
3rd 128K took 15222 ms = 8611 Bytes/sec = approx 72 kbits/sec
4th 128K took 19607 ms = 6685 Bytes/sec = approx 56 kbits/sec

If that's oversubscription, it's pretty bad, and it's unlikely to have come on suddenly on a Sunday - give TS a ring (0845 650 0121) and they can check it out for you. Could be a 'bad' line - if your SNR (Signal-to-Noise Ratio) is poor, you would be seeing packet loss, which could cause poor download speeds. Also, make sure you've got no file sharing programs running (KaZaa, WinMX, eDonkey, Shareaza, etc.), and do a full virus and spyware check.

If you need a virus scanner, AVG (http://www.grisoft.com/) is good and free, and spyware scanners such as AdAware and SpyBot Search & Destroy are available from Tucows (http://www.tucows.net/).

this may be a stupid idea , but can you do a docsdiag or get into the engineers menu if you have a stb and see what service it says you are on , i.e. copper silver gold :)

Won't be an STB in that area, but internal modem diagnostic webpages could show the service level. The results are intruigingly consistent with a 64k service level.

Local upstream congestion can be determined by running a traceroute to a known good server.

that was why i was wondering if the service level could be confirmed :)
