Try changing your proxy maybe?

Even when you disable proxies in your browser you will still be going through one proxy or another (Except in certain circumstances) so you can never get away from them.

if you got firefox, you can increase the speed to render pages, although iirc firefox says it can be done, but not really advisable.

EDIT: you can also increase the amount of times your browser asks for connection with servers, again it can be done, it does work, but it can slow down servers, so you would could have a catch 22

Have you checked for spyware and other crap? Also try installing opera 9.01 final (http://www.opera.com/download/) browser just so you can compare speeds between the other browsers
