Why do you need to change it?
You could unplug the SACM/ STB for 24 hours and see if it releases or just put a new NIC in or switch between USB and NIC to force it to release.

Have you been banned from somewhere, or made an enemy? Either way, its better to resolve the issue with them directly, or someone else will inherit your problems.

Anyways, there are several ways to change....

1. If you have a router, you can change the MAC address of that...
2. If you don't, you can change the MAC address of a LAN card (google it)...
3. You can change your BB package level, and then change back...
4. Buy a new LAN card (couple of quid... £5-10 max from a computer store)...
5. Switch from ethernet to USB (or visa versa)

Most or all of that would normally issue a new IP to you. I wouldn't bother leaving your modem off for a long time hoping it will get a new IP... It probably won't unless your area is exceptionally busy... I've had mine off for over 2 weeks and it didn't have an effect
