Call Barring.

I have a very strange question that, when i phoned CS they couldn't resolve.

I have Call Barring, to stop National, International and Mobile Calls going through, yet when i try and dial a York number (beginning 01904) i am told it is blocked too?
If i remove my barring it works.

IS this normal?

Local calls are usually classed within 30 odd miles of your address however this is not a rigid rule and there are variations...

It's only 26miles away though.
Odd thing is i can call people in London? Surely thats a whole lot furthur away than York is.
