Connection hits the wall at night (PO8 Area)

I've recently seen that at night my connection seems to just hit a wall, its so slow, I can't even load the flash on speedtest.net so instead I an app on my phone, I'm getting at most 0.21Mbps and around 0.80Mbps upload.
The downstream Receive Power Level looks very low. But The thing is the connection only goes slow at night. This is very frustrating!

Make sure you emphasise that your d/s Power/SNR are both too low/borderline for QAM64 and to check whether those levels are attributable to any area problem/fault ref number.
Remember that if a tech visit is booked that any area problem could well automatically cancel his visit and more importantly you may not get notified of the cancellation in some cases! :(

I spoke to tech support theIndian call centre was very good! Soon as I said about my power issue he put me on hold, came back and said its a problem with the signal from the server (probably meant cabinet) so an engineer is booked to come and fix it.

In the mean time the connection is just about good enough for gaming.
Although the our L broadband (10mb) is costing £26 the site is say with cable its £21
is this correct or is there a billing mistake?
