This is after a modem reboot and modem plugged into LAN port on PC bypassing router!!

*EDIT*
My router just updated its IP from 192.168.1.1 to 10.0.0.1 all by itself, who did that then?

Still getting crap speeds though:

Downstream fluctuates around 39.3-40.0

That is your Downstream SNR not the receive power level.

Your Upstream and SNR are spot on though.

Your power levels are all spot on so the may be an area issue causing your problem.

I have actually got to the bottom of this :) and after a call to CS & a bit of digging from my wife it seems that Kaspersky is the issue. What part of the suite thats causing problems I dont yet know but without kaspersky its good times, and with very poor speeds.
