Throttling Issues

Just need a few of you Whizz's to clear this up for me

Every so Often ( An Odd day a week) Ill get an awful speed through the daytime of say 0.08mbps until 7pm.

Im based In Newcastle On 20mb

When it got to 7pm tonight I lost sync, rebooted and it shot back up to 19.57mbps again

Does this sound like throttling or is this a deeper issue?

Im wondering if its the modem because Ive had my problems with the wiring etc. That seems fine now but the Modem for the last few weeks has been losing sync and when I power surge it Its giving off quite a bit of heat, Wondering if thats just Normal
