Am I being throttled or not?

Today for my interest only, took 2 speed tests @ 2.40 pm via www.speedtest.net using the London &Maidenhead servers and got these results-19.78 down/0.44 up & 14.68 down /0.71 up respectively.
At approx.3.20 took the tests again and got :-
19.72/0.43 & 16.28/0.71.
These tests as I understand it relate to a throttled period before 3.0 pm and during happy hour between 3pm and 4pm so why do my speeds not vary as much as they should (I,m not complaining!!)
I,m just curious to know -is it to do with this "contention ratio" thing ie not many on the internet at this time so i,m not being throttled sorry traffic shaped if thats the right term.
It,s just that it,s bugging me not to know. :confused:

When throttled (STM'd) your download should drop to 5Mb and your upload to 192Kb (75% down on normal speeds so quoted figures are for 20Mb)

You only get throttled if you download more than a certain ammount during the throtteling period.

Your power level is on the low side and your upsteam is boardering on the high side. Give them a ring.

Should normally be in the low 70's

How long is a piece of string? Depends on what's causing the problem , could be sorted with a signal to the modem or may need an engineer.
