NG support what do they mean by this

I have been having slow speed today only getting 2.5MB of my 50MB, anyway I posted in the newsgroup and I just had a reply from one of the staff saying the below.

Does it mean the UBR has a high load and/or over subscribed


There has been some periods of high load this afternoon and evening which will cause your speeds to slow.

They mean that upstream utilisation and/or downstream utilisation is high.

It means lots of people are downloading Bluray Linux ISOs! :(
