View Full Version : Throttling after 9pm (even at 4.55am?)

Hi,

I am currently on the 10Mb (previously 2Mb) broadband package and after coming home from work I like to download from newsgroups using Virgin's own servers.

I now live in Croydon, but previously lived in Brighton also using Virgin Cable and often maxed out the downstream at just above 1000KB/s by using 4 simultaneous connections to the Virgin usenet servers.

Looking at the the newsgroup client's in-built speed chart it could be seen that the speed would level off at ~1000KB/s until the traffic gets throttled and levels off at ~290KB/s after downloading a certain amount of data.

Usually I would try to minimise downloading until after 9pm, but occasionally I would leave the PC on overnight to finish any large queued downloads.

Previously at Brighton the throttled speed would revert to the max speed overnight, but now I'm at Croydon it would seem that the throttled speed stays at 290KB/s well into the night (for example it is still at 290KB/s now at 4.45am - I know I'm a night owl).

Looking at http://www.virginmedia.com/help/traffic-management.php it would appear that the evening cut off point is at 9pm and the maximum throttling period is 5hrs so shouldn't that mean that throttling should end at the latest 2am?

These are my speedtest results:

Tue, 17 Nov 2009 04:48:49 UTC
Test 1: 1024K took 3516 ms = 291.2 KB/sec, approx 2399 Kbps, 2.34 Mbps
Test 2: 1024K took 3516 ms = 291.2 KB/sec, approx 2399 Kbps, 2.34 Mbps
Test 3: 1024K took 3500 ms = 292.6 KB/sec, approx 2411 Kbps, 2.35 Mbps
Test 4: 2048K took 7031 ms = 291.3 KB/sec, approx 2400 Kbps, 2.34 Mbps
Overall Average Speed = approx 2402 Kbps, 2.34 Mbps

Your downstream level is too high you need to ring 151 and get a tech to get that lower.

Notwithstanding the downstream power level which needs rectifying, there is the matter of throttling policy at the newsgroup server.

The simplest analogy to take may be that of the P2P program WINMX. You can set throttling levels when n or more users are taking from you.

I imagine the newsgroups do the same in order to balance and manage load - perhaps on a more sophisticated basis. Indeed you've alluded to that in your third paragraph. I don't think time of day would have anything to do with the server's throttling policy - it would be load driven.

What do you think?

One thing when your speed is going at 290Kb/s whats your upload as this will be a sure way to see if you are throttled.

Thanks for the replies!

I will do some more speedtests tonight to see if my upstream is throttled at the same time.

I did notice that speeds have reverted to 1000KB/s at 9.45am this morning when I got up for work, so the throttling must have ended sometime between 5.00am and 9.45am.

However I don't think it is the newsgroup server doing the throttling as the speedtest done from http://www.cableforum.co.uk/board/speed.php also shows the same throttled downstream.

May I ask how does the downstream power level affect the bandwidth? I'm not able to call 151 from my home as I don't have a landline so would prefer to only call Virgin if I really have to.

Do a test on http://www.speedtest.net next time it slows down, see if your upload has gone down as well, if it has you're throttled. Sounds like the throttling misfired a bit.

Power levels can cause slow downs on your speed as there is too much power which is overloading the modem (guess work there), you can use saynoto0870 to see if you can get a freephone number or landline number to call them, a tech needs to come out and lower that for you, if the traffic management is going on longer than it should you need to ring them again or post this on the newsgroup plus you can inform them on the newsgroups about the power levels and they will book a tech.

I looked at the sticky that you referred to in another post of yours ("Worried about modem levels" thread) and it states

Edit : 18/02/2006

Both Telewest and ntl are now using the more efficient, but demanding 256QAM modulation in some areas. This gives more bandwidth but required better networks. For this modulation the recommended power range is -6dBmV to +15dBmV with a recommended SNR of 33dB.

In addition to this, Telewest are using the 16QAM upstream modulation in some areas. This requires an upstream transmit power below +55dBmV.In this case wouldn't my levels be within the acceptable limits? (I'm confused  )

Downstream Receive Power Level : 10.4 dBmV (between -6 and +15)
Downstream SNR : 42.7 dB (above the recommended 33)

The SNR is a minimum, yours is well in excess and just fine, sounds like the throttling misfiring. Next time it misbehaves check your upstream speed.

Thanks all about the power levels (one less thing to worry about).

I'll be checking the upload speed tonight both before and during throttling to see what's up!

I just got home from work and have used Speetest.net to get the following unthrottled speed.

https://www.cableforum.co.uk/images/local/2009/11/26.png (http://www.speedtest.net) Throttled speed looks ok at 25%.

Will now wait and try again tonight when throttling should (but doesn't) lapse.

Hence the boat you're in and the reson for a whole load of similar questions on the forum!

I'm currently downloading a 4gb file from virgin newsgroups and the download speed in the news client is between 300-450KB/s. I've paused the downlaod and done a few speedtests/downloads from other sites and I get near full speed (i'm on 20meg). To me it looks like load ballanceing on the server side which would have nothing to do with virgins trafic managment.

I've just done another speed test and here are the results:
https://www.cableforum.co.uk/images/local/2009/11/24.png (http://www.speedtest.net)

It would seem that I am again throttled to 25% even though it is more than 5 hours after 9pm.

Tonight the throttling came into effect at around 7.45pm with download speed at ~290KB/s. At some point around midnight the speed reverted to the unthrottled ~1MB/s, but then from around 2am it has been throttled yet again back to ~290KB/s.

It would seem that traffic management policy differs from that shown on http://www.virginmedia.com/help/traffic-management.php where throttling should end at the most 5hrs after 9pm.

All tests were done using speetest.net while all other downloading/uploads were stopped and the same speeds were confirmed using a variety of other progs such as newsgroup client or FTP.

You need to contact Virgin as it would seem you are getting traffic managed even tho you downloading in off peak

I think the term "throttling" is being misused here.

Something is happening to reduce your data speed and it may well be that VM have taken routers offline for maintenance/replacement reasons and have aggregated everyone onto what's left. They could be doing this on a round robin basis until everything has been upgraded and this issue could thus last for several nights.

Just guessing, but logical.

A loss of capacity on the core network would likely not affect both directions it would only affect one of them, it's extremely unlikely that the network is so congested on the upstream that it were taking down the guy's bandwidth to exactly STM level upstream. Ping recorded on the speed test is too low for such extreme congestion. The simplest course of events is the most likely one, STM is misfiring.

Hey Broadbandings, was wondering if you are the same Broadbandings I noticed in the newsgroup v.s.b.cable.

If you are Carl then if you have time could you chip in a few words on my thread there which is called "Traffic Management on M (prev 2Mb) plan even at 4am???" as no matter how much information I give they don't seem to understand my situation.

Thanks very much for your help if you could.

Thought I update this thread on some more info about the weird STM happenings on my account.

I have posted a support request on the Virgin newsgroups and it took over 10 of my posts before Virgin support has fully understood my problem.

Anyway here is a copy of the latest post showing some weird stuff happening with the STM

Hi,

Ref F001130309

Please note the following monitored usages are not my usual usages as I do not usually leave my PC on overnight or during the daytime while at work, but I had to do it to get to the bottom of these STM issues. I would prefer it if the "daytime" STM was in effect between 10:00 and 15:00 and not between 01:30 and 06:30 as I have recorded.

After installing a bandwidth monitoring software I left my PC on for 36hrs downloading several threads from the Virgin newsgroups and other various applications using queued downloads (non-P2P, which is why the uploaded amounts were not maxed out) in order to detect the maximum download bandwidth available.

The Time and Download columns should be the only columns of interest.

IMPORTANT: Please note that "Download" column signifies "Total Downloaded" since the previous row and not the "Download Speed", but it does give a good idea of the Download Bandwidth available. The monitoring period also changes from the initial 10 second period to the per minute used later on.

Summary of my findings
======================
1) Wrongly STM'ed during 01:30 to 06:30. Seems to be forced and not due to any Download Thresholds (this is not stated anywhere in your Traffic Management policy and is more than 5hrs after 21:00).
2) No "daytime" STM in effect (ie more than 1500MB could be downloaded during 10:00 to 15:00 without any STM).
3) "Evening" STM between 16:00 and 21:00 starts inconsistently. Should start after 750MB threshold is reached, but started only after 1300MB downloaded on 21/11/09

Bascially, it is could be plainly seen that the STM configuration/controls on my account are a complete mess.

Please pass this information onto your Network Teams.

Thanks.

Regards,

Steve

I could now confirm that the throttling problem that I was experiencing was finally resolved on the 7/12/09.

After requesting info on the reason behind the original fault I was told:

It seems as though there was a configuration error on your uBR and this has now been corrected.

Thanks for everyone who helped and I hope that my experience would help anyone in the future.
