My 10mb seems to be borked even after rebooting router/modem and just general surfing, not hit the STM limit by a long way?

Test 1: 1024K took 2527 ms = 405.2 KB/sec, approx 3339 Kbps, 3.26 Mbps
Test 2: 1024K took 5429 ms = 188.6 KB/sec, approx 1554 Kbps, 1.52 Mbps
Test 3: 1024K took 3806 ms = 269 KB/sec, approx 2217 Kbps, 2.17 Mbps
Test 4: 2048K took 5975 ms = 342.8 KB/sec, approx 2825 Kbps, 2.76 Mbps

Overall Average Speed = approx 2484 Kbps, 2.43 Mbps

Off to the pub now so see what it's like in a few hours, that's if I'm sober, HIC!! :)

Must go to the pub more often :)

Your connection can be good at one point of the day, but worse at others. During peak times it will be worse than at say early morning or late at night. You'd have to do tests throughout the day to check, or at least confirm.

In my area the speed is pretty much consistent no matter the time of day, it is unusual for it to go as low as it did yesterday so I can only assume it was some area problem or whatever that was since resolved.

Looks like STM to me.

As stated in my first post it couldn't be me triggering STM due to:

a) Not downloading anything at the time.
b) STM should stay at 2.5mbps on a 10mbps connection

I was fluctuating upto 3.6mbps and as low as 1.52mbps as per the speed test I posted, so I don't think STM would allow the 3.6mbps speed!

Point is moot really as the issue is past :)
