Capped for no reason, and now I can't even connect to 150 or 151 as they are busy!
The service has really gone down hill recently!

It's unlikely you will have STM for no reason.
I am leaving Virgin Media, this is ridliculous.
It's one thing being capped but it's even worse not being able to get through to tech support.
And why am I being capped after 9pm?

Cant be capped, must be local issues, if you can't get through that would suggest an issue:

I haven't been downloading that much, but have uploaded about 2.7GB
Would this be enough to cause STM?

What package are you on?

Guidelines, say 1500MB so yes, STM your connection is.

Did you upload the 2.7Gb between 3pm and 8pm?
If so, that's why you've been STM'd.

Some people seem to count their upload and download rates for the day rather than the specified timeslots which is why I asked.
Congrats on the job btw :D

not all at the same time though.
I was uploading around 5pm when I noticed it down to 16KB from the usual 66MB

I know - i hate it when clients do this, jump the gun and then go oh actually.. :P
So should the STM not be lifted now as it's after 9pm?
Because I still have the slow speeds.

No 5 hours from time of it being stm'd

If you got traffic managed at for example 7pm, you'll be restricted for 5 hours so it will be midnight before you're back to normal.
so it should be 10pm then

400MB is the limit - between 3 and 8 PM
Is there a limit on the number of times someone gets STM?
What I mean is if someone goes slightly over on a small number of occasions are they severely punished? or is the 5 hours STM the punishment?
As you can see I am back and you were correct, it came back around 10pm
Of course the time on that should be 10.42 as it's an hour behind.

Well, once your STM'd your STM - doesnt matter - you could go over 401MB on the upstream and you'd still get the STM - set period is 5 hours, no less no more.
No punishment, however, I am sure people / clients who go on STM morning and night, will be dealt with in the approriate manner..

You can be STM'ed 2 times in a single day. You won't be punished more harshly if you keep getting STM'ed, you will just keep getting the same 5 hour limit each time.
A few months ago I got STM'ed every day twice for 2 weeks when downloading around 800gb in that month. No harsher limits here. :)

U are not the only one. I to am being capped at 9pm. Can get internet on main pc and playstation but CAN NOT connect to playstation network to play online or x box live or laptop. Virgin say not their problem, playstation say my bandwidth is being shortened to let others on. I have the 20mb package. It is driving me insane. I have looked at their traffic management page and they say they stop traffic management at 9pm but i think instead of giving me full mb back it disconnects.

Ofcom won't do anything. How are you connected? Whats close by to the router? Just tell them, the modem drops. Simple really
