Slow speeds

so as the title says...

here is a speedtest I just took :


Last Result:
Download Speed: 538 kbps (67.3 KB/sec ) Upload Speed: 715 kbps (89.4 KB/sec )

Im on 20MB and this is the speed I get ive had this problem for 2-3 weeks now although I try not to complain straight away...the mornings/afternoons are fine (although I dont get the full 20MB like i used to) and im not under STM as i havent downloaded much today...

not sure on what levels to post (so i'll post everything) :-

any ideas? I cant really stream on zattoo/iplayer like i used to either in the evening since its real slow..

If this happens at evenings and weekends then I suspect its downstream utilization.
