Go to the following page

http://gamefiles.virginmedia.com/blueyondergames/demos/?C=S;O=D

Start one download, what is the transfer rate? Once you've taken note of it start a 2nd download, this time take note of the transfer rate on each file and post the results here please.

1st download averaged 6mbit

on the dual download both files fluctuated between 2 and 6mbit (one file would be 2 while the other was 6)

and the cableforum speedtest for good measure

Test 1: 1024K took 5381 ms = 190.3 KB/sec, approx 1568 Kbps, 1.53 Mbps
Test 2: 1024K took 5665 ms = 180.8 KB/sec, approx 1490 Kbps, 1.46 Mbps
Test 3: 1024K took 1591 ms = 643.6 KB/sec, approx 5303 Kbps, 5.18 Mbps
Test 4: 2048K took 2305 ms = 888.5 KB/sec, approx 7321 Kbps, 7.15 Mbps

Overall Average Speed = approx 3921 Kbps, 3.83 Mbps

quite unstable as you can see

If there was a network issue when you opened the 2nd file you should have seen the 6Mb divide over the 2 files.
Getting 6Mb on one and 2Mb on the other = 8Mb so you're getting there. If you're on Windows XP have you tried TCP Optimiser?

Are you connected directly to the modem or using a router? If a router, wired or wireless?
