The title says it all really does the DOCSIS 3.0 include the changes in previous DOCSIS platforms.
Also is DOCSIS 1.1 beneficial to gamers because of the QOS capabilities or was the QOS included but never used

No - the QoS doesn't work that way. It is used for things like running a telephone service over DOCSIS and nailing up bandwidth for it. It can also be used to prioritise and deprioritise traffic from certain modems or even services running on those modems but the cable operator must control this and one can't use it to prioritise certain protocols, it can only be used to prioritise services such as on-network telephony or video.
