50mbit newbie question.

I have at the moment 20mbit connection, but will be getting 50mbit in a few days. Quite often my connection speed on 20mbit will go down to 12mbit, perhaps due to over cogested ubr.

My question is, when I get 50mbit will it still be congested as the same as the 20mbit was, or is there a chance that it might be 100% free. Do they use the same network?

there will be new-build UBR's for the 50meg users and all the 20meg users will be overlaid onto the new UBR's ;)
