It would appear that someone is running an open proxy on their VM connection.

I removed the identifying part of the IP, for security, and emboldened the line where he says its a proxy. My question is, is this against the ToS?
The reason I ask, is that I'd like to get the open proxy closed down, proxies make my life hell as an IRCop
