As Graham says absolutely anyone can pay into an account, or just give them a deposit book if that's a problem...

Joint accounts normally though are on two levels

1# Either person can do a withdrawl/action the account
2# Both people have to give thier permission for any withdrawl/action

This relates in the council insisting they pay housing benefit to a tenant. Tenant wants the landlord to be paid direct but council say no. So what happens now is council send cheque to tenant which goes into their current account which then eaten up as they are over drawn and rent payment is then delayed. They tried to open up a seperate rent account but bank said no.

Does this all makes sense ?

Hope so ....any ideas

Regards

Tenants just open another account at different bank?

Most banks are obliged to offer basic accounts
