A few hours ago my internet suddenly cut off, thinking nothing of it i just shrugged it off.. now it's up again and very slow / high pings.. i have some interesting modem logs:

Time Not Established Time Not Established Error (4) ToD request sent- No Response received
Time Not Established Time Not Established Error (4) Config file does not include a valid CVC!
Time Not Established Time Not Established Information (7) Registration complete!
Time Not Established Time Not Established Information (7) We registered with a DOCSIS 1.0 config file!
Time Not Established Time Not Established Information (7) Received a REG-RSP message from the CMTS...
Time Not Established Time Not Established Information (7) Sending a REG-REQ to the CMTS...
Time Not Established Time Not Established Information (7) CableModem SNMP configure complete
Time Not Established Time Not Established Information (7) IP init completed ok
Time Not Established Time Not Established Information (7) CableModem TFTP init ok

Could this be something to do with the downtime / slow speeds?

There normal logs they very rarely mean anything. Could you post your modem power levels?

Here they are.
You are EX-Telewest and your Downstream is a bit high are you on a router if so does the Downstream change if connected direct.

Getting 40kb/s off VM FTP.

Will have to phone them again, getting tired of having to phone them up now, this is the 4th time in the past month. when I was on 4mb didn't have to complain for 2 years, my pings were always < 20 and I always received my max speed.

Thanks for the help, greatly appreciated.

I was getting crappy speeds earlier (between 5PM and 9PM). It felt like I was back on dialup, and pings to the BBC website resulted in a 50% packet loss... googles IP was 75%

Everything seems to be fine now though. :|
Maybe some ghouls and goblins got into the machines for Halloween :D

...Or everyone was taking advantage of free leech at waffles.fm :p

Several days ago, i was getting between 8 - 25KBps on the newsgroups, and was having to suffer really poor browsing, guess it was just the upgrades in my area.
Everything seems sorted, and my newsgroup speeds are now a constant 2200 - 2400KBps, so there is hope :)

Still going on, thinking it's down to UBR congestion.

Was supposed to get a UBR upgrade last month, not heard anything about it though.. the time has passed and it's still on the Maintenance page with no updates.
