I think not. They are intended to replace 0845 and 0870 numbers which aren't free.

taken from 03numbers.co.uk

Calls to 03 numbers cost the same as calls to geographic numbers (starting 01 or 02) and are included as part of any inclusive call minutes or discount schemes for geographic calls.
This applies to calls from any UK operator (Fixed line or Mobile).

also from another quick google search (amazing search engine)

Main Features and Benefits

Calls to 03 Numbers will cost the same as Calls made to Geographic 01 and 02 Numbers.
Calls to 03 Numbers will be included as part of any Inclusive Call Minutes or Discount packages offered by Landline or Mobile phone Operators, such as BT’s "Friends and Family" packages.
Call Share Revenue will not be permitted on calls to 03 Numbers.
so i would have thought yes it would be incluided

You're right. From VMs website:

* Unlimited* calls to UK landlines (that's numbers beginning with 01, 02 or 03) any time of the day or night, including weekends

So many folks have complained about the 'premium' rates on 0870 (and 0845) numbers that Ofcom have finally done something about it and released the 03 numbers instead. They are non-geographic (you cannot tell anything about the location other than it's UK) but MUST be charged at the same rates as 01 and 02 numbers.

Companies used the excuse they wanted to keep their location anon as a reason for using 0870 etc numbers as they did not give location away. Of course of these companies who actually used this excuse how many do you think have taken up the 03 number? which is also location anonymous not blooming many

I'll have to look out for the 03 number.

I know I paid £1 for a 20 minute call to a supposedly low cost 0845 number

It's not just the location issue, 08xx numbers also allow load balancing between different call centres.

That said, 03xx should also allow this. I wonder how many companies are going to make the switch? Not many, I reckon. The 0845 ones will be the ones to watch, as I suspect a lot of them are knowingly making money out of the fact that many callers never spotted the change from 'local' to 'lo-call' as the way of describing rates to call these numbers. There's something that should have been reported to Trading Standards if ever I saw.

Problem is many companies have or are moving to 0844 numbers at 5p/min at all times.
