Lately, my speeds haven't been what they were. I'm currently downloading at the speed of 1.5Mb/s on what should be a 20Mb/s service where just a few days back I would easily be pulling 20Meg.

My upload remains fine, so it isn't the standard throttling they say they do when you download too much; though I HAVE been downloading a lot lately, and that could possibly explain my recent IP change. Or could it?

My IP hasn't changed in over 6 months and it just seems too coincidental for it to change when I start downloading significant amounts of data. To put things into perspective, I've filled my 500GB hard drive up in the space of 3 weeks.

So what I'm basically asking is, have I been put on some sort of 'heavy downloaders' list for downloading such amounts of data? My internet connection was working PERFECTLY prior to the IP change and I had NO complaints whatsoever. My connection seemed flakey while I left it downloading earlier, it would cut out, and I would basically lose my connection to the internet..something that's never happened while torrenting before.

The only way they could segregate heavy downloaders would be to cap them on the CMTS at the head end. All UBR traffic is treated equally unless it is a business tariff but even then they suffer from over subscription. The most likely reasons i can suggest are that your UBR has become over-subscribed or VM have re-segmented your area and moved you onto another UBR. this isnt due to your downloading as they use STM to kerb that.

I cannot guarantee the accuracy of that statement as ive not had my finger on the pulse lately but thats the situation afaik :)

Post what modem you have and your power levels from your config pages of your modem.
Open a browser and in the address bar put> 192.168.100.1 password and username are both root if required.

The above all appears to be within the normal operational parameters for an NTL connection, sorry, so all I can suggest is a call to Tech Support. But as already posted above by another poster it may be due to an oversubscribed UBR.

All Virgin IP addresses are dynamic and can change at any time, I myself have kept the same IP for months on end like yourself then when I reboot the modem for some reason it suddenly changes to a new one.
