I'm only getting upto 7 meg on an XL package on a new modem.
How should I proceed about getting more like 20meg?

How are you testing it? Try downloading 3 or four files at once from gamefiles.virginmedia.com or mirrors.virginmedia.com and see what the combined dowload rate is.
