Is the broadband that comes through the cab at full maximum speed and its the modem that limits it to what you have paid for?
or
is the broadband speed limited at the hub and only what you paid for is sent to cab?

It depends on how subscribed your area is ;)

hi, the cable has the full capacity but it is the Quality of Service (QOS) file of the modem which determines the speed that the modem will be providing. The QOS file is given by the server to the modem. If you upgrade your speed, the same cable would be used but a new QOS file would be sent and you just need to reboot your modem. Hope you got the answer.:)
