Is UPLOAD counted towards your peak time amount on VM, before your speeds are cut?

Ok, thanks, also I heard at some point in the future the 2mb service will be upgraded to 4mb, will that mean upload speed will go up and the speed you get slowed to will be 2mb when you go over your amount instead of 1mb?
