I dont know why but when im getting capped on my 2 meg line, instead of getting capped to a 100k (ish) upload, I seem to barely be able to get 56k.

Anyone know why that might be? (btw download speeds are up to around 780k during this time)

Thanks in advance to anyone that can shed light on this.

Uploading to where?
Using which protocol?

Doing speed tests.

I usually use www.speedtest.net (I know ppl have said its unreliable) but I use it all the time so I know what to expect. These really really slow upload speeds also means that it lags back when just surfing the net.

Online speed tests are still pants. To check your upload speed, upload a large file to your free webspace. Use a program like http://filezilla-project.org/ or if you use Firefox get the https://addons.mozilla.org/en-US/firefox/addon/684 FireFTP addon.
Or if you feel adventurous you can use ftp from CMD.

Ummm... have a friend setup a ftp server on his/her pc and use your client to upload.
But not one on your network at home :)
