Had NTL about 4years ago, not to many issues, few no service times on phone and broadband.
VM brought NTL and everything was fine until I upgraded to the 20mb package
(I play games on the net and download mainly demos and patches)
First day on 20mb was great, after that less than 1mb most the time.
Phoned VM to complain, they told me to call tech support.
1st call was pointless, all they want to do is plain your machine.
2nd got results, actually had me download from a site on the NTL/VM network
this told them I wasn`t full of cock and bull and my speed was bad.
explained I understood about the throttling, but considering I haven`t downloaded anything at all that shouldn`t have been the issue with my connection.
Engineer visit :-
Swaped the modem (again) nothing, no change or anything. he looked into it and said to call tech support and complain (the area is overloaded) ST2
So I called and got some stroppy indian bird, she told me that if I used it during off peak times I would get full speed, don`t think she understood the concept of 9 - 5 office hours doesn`t make it possible to do so. And also said the engineer gave me the answer and i would be charged for the call.
He also told me to swap to 4mb (from whence I came) so I swaped back and its the same old crap.
Nearly 4mb at some ungodly time, and all the other times its 1mb or below.
Thats it...apart from waiting for something to happen I`am knackered my BT exchange is to far away.
