Slow 20MB speed!

[Help!!!]

Just logged on to the internet today and seem to be capped to.....

Test 1: 1024K took 1219 ms = 840 KB/sec, approx 6922 Kbps, 6.76 Mbps
Test 2: 1024K took 2719 ms = 376.6 KB/sec, approx 3103 Kbps, 3.03 Mbps
Test 3: 1024K took 2390 ms = 428.5 KB/sec, approx 3531 Kbps, 3.45 Mbps
Test 4: 2048K took 6547 ms = 312.8 KB/sec, approx 2577 Kbps, 2.52 Mbps

Overall Average Speed = approx 4033 Kbps, 3.94 Mbps

Im paying £37 a month for this?

Anyone else having this problem? I haven't downloaded anything and its not 4 yet so whats going on?
