Capacity Issue? Any info on this?

Help needed! I've been trying to get Virgin Media services at my new place and I called today and they told me there is a 'capacity issue'. I think I know what it is, but what, if anything, can be done about it? Would kicking up a fuss help? Has this happened to anyone else?

(p.s: The previous tenant had VM/NTL services.)(pps: I really don't want BT services if possible to avoid).

A capacity issue usually indicates that the network is stretched so thin in the area that adding more customers would cause problems for others on top of any that the over stretched network is currently displaying. I'd sit tight, but I'm not sure how long you could hold out for given you want services.
