http://livefooty.doctor-serv.com/ this a good site
That's not bad. Mind you, watching the half time analysis of Man U v Reading in Thai is a bit weird (match comentary is in English though) :)
There are loads of people charging for access to live streams but, as far as I am aware, they are just giving you more straight forward links to existing free streams already on the net.
If you want to get them for free, I've found Sopcast is a good piece of software, PPLive is also OK although more difficult to get working and understand.
Have a look at this page for some good basic starting info and links to matches available - http://www.premiershipstreams.com/gettingstarted.htm
Bear in mind that most of these streams are P2P re-broadcasts of far East channels and so don't have English commentary (unless you are lucky!)

http://www.asiaplatetv.com/aptv_today.htm is quite good and one I have used for a long time.
I watched the Arsenal-Fulham game on Sunday via Sopcast. Feed was StarTV in HK. Ian Darke was doing the commentary (not in Chinese I add!)

Isn't posting live links to sites broadcasting Premiership football an infringement of Premiership copyright? I know a few message boards that have been issued with warnings for publicly posting such links.
www.myp2p.eu is a good site.
