darkknight are you a council tenant or renting privately, or do you own the flat? If you are a council tenant you should ask your local housing office, as they may well (like Luton, yay!) have a package where they pay for all council tenants cable, or at least a contribution to it, else you will have to ask your landlord. Is there a communal arial?

The block of flats I live in were all pre-wired for cable when they were built, have a look for the tell-tale white box on the wall.
Don't forget that if there isn't a pre-existing box you will need permission from the owner of the building before work commences.

as flats generally have communal ariels - like said above, it is likely that if a council doesn't yet have cable tv in a block then they are quite likely to sometime soon due to the analogue signal being turned off. so you really need to ask them! :)
