I have been with NTL/Virgin since last November 2006 on a 2Mbps cable
broadband. Everything has been great until recently. Around 25th June 2007 I
started experiencing very slow internet usage during evenings. I then found
out about this:

http://www.trustedreviews.com/networking/news/2007/05/14/Virgin-Introduces-Fair-Fair-Usage-Policy/p1

Written by Gordon Kelly on 14th May 2007, he states that Virgin is
introducing "Fair Usage Policy". For 2Mbps users for every 350MB they
download, their speed is cut by half. So between 350MB - 700MB download
speeds are 1Mbps. Download more than 700MB then speed is cut again to
512kbps.

I never heard about this annoucement. I notice in http://cablehell.co.uk/ &
other forums there is a massive thread on about "slow internet speeds in
evenings". It appears everyone didn't hear about this news or get notified
as well.

I phoned Virgin and the lay-person operator claims he has 17 years of
experience and says that "Fair Usage Policy" has been around since the start
of broadband. I asked him about Virgin's broadband contract, and he says
it's exactly the same as NTL's and there has been no change.

Should we have got a letter through the post about the introduction of
Virgin's "Fair Usage Policy"? I don't think it's fair we didn't.

PS1: Two network monitoring tools recommendations:
1. http://www.paessler.com/prtg (I never could figure out how to use
properly, even after installing XP's SNMP & NetHelper. Plus XP's SNMP &
Paessler's NetHelper were a major drain on my 512MB RAM PC)
2. http://www.analogx.com/files/nsli.exe (Very easy to use & doesn't drain
PC resources)
PS2: What does STM stand for?

Yeah all speeds get this. Like I think for 4Mb it's halved if you download 750MB? This is only at peek times where it can happen though.

You'll find numerous threads on this forum regarding traffic shaping. Please continue your discussion in one of them as there are limits as to how many times the same ground needs to be recovered.
