for the past few months my ping has been all over the place, tried all the usual stuff;

Downstream Receive Power Level : 10.44 dBmv
Downstream SNR : 36.25 dB
Upstream Transmit Power Level : 41.00 dBmv

have a Ambit modem, do these signal levels look ok?

The downstream receive power level looks to be borderline. The Signal to Noise ratio is superb though (SNR)
Upstream power level is fine.

What figures are you looking towards for the downstream power level then?
Mines

Downstream Receive Power Level : -1.2 dBmV
Downstream SNR : 32.7 dB
Upstream transmit Power Level : 38.3 dBmV

i always understood it as downstream power should be as close to 0 as possible, from what a tech told me.

That's generally correct, however the tolerances are from -10(ish to +10(ish) obviously if you're getting 10's somethings not quite right.

The upstream transmit power, should be less than 50ish (highest i've seen is 61) ideally. However it will still work at 50.

The downstream SNR should always be above 30. The higher the better (Allows for more things to potentially go wrong)

No problem, i'm no engineer, however the engineers on this site tell us those tolerances :)

My upstream transmit is 58.5, would this cause a problem?

Downstream Receive Power Level : 2.7 dBmV
Downstream SNR : 40.1 dB

I was getting a good 40-60 ping on most servers when the engineer came out last month. The past week it has went up to 100-150+ from 3pm till 11pm :(

I can't be arsed phoning virgin media and speaking to a guy who thinks that if all my lights are flashing then I haven't got a problem... The only way I got an engineer out last time was by turning my modem off and then getting them to test the line!

Things have changed since last time, get them to check the power levels, 58.5 is rather high!

Things certainly have changed... 25p per minute to report a fault

The cable connection in my area is currently over utilized and I've to phone back in 48hrs to check if it has been resolved as there is no mention of if/when it will be resolved.

25p a minute.... Trust virgin media to find a way to capitalise on their own customers problems.

Demand it be refunded as it's not your fault. I would.
