Free Voicemail

I'm a new boy so sorry if this has been done before but last month when I requested free voicemail I was told that it was not available in this area (Notts) but that I could have voicemail plus but would have to pay for it. They were unable to explain why they could provide that but not the free voicemail nor whether anything would be done about it. Is this widespread?
