my 20meg service has gone a a snails pace to less than 1meg does anyone have the same fault

1st 512K took 3812 ms = 134.3 KB/sec, approx 1107 Kbps, 1.08 Mbps
2nd 512K took 3406 ms = 150.3 KB/sec, approx 1238 Kbps, 1.21 Mbps
3rd 512K took 4062 ms = 126 KB/sec, approx 1038 Kbps, 1.01 Mbps
4th 512K took 2890 ms = 177.2 KB/sec, approx 1460 Kbps, 1.43 Mbps
Overall Average Speed = approx 1211 Kbps, 1.18 Mbps
