what the hell is there to download and actually use in that space of time, unless you are downloading stuff for different purposes

A lot of people are downloading more than they know, students are probably the worse offenders (no offense intended :) ) many student houses have at least one modem with an (unsecured) wireless router, in that house there may be 3 or 4 students with laptops using that modem, in adjecent houses are other students with wireless laptops using other routers, most of the time it is unintentional but the end result is that modems are downloading continually and swamping the network. If everyone (not just students to be fair) were to secure their wireless routers the traffic on some parts of the network would be reduced.
