According to the other thread, the restrictions kick in after 2gb downloads, so don't appear to affect the majority of users - I understand your unhappiness, but couldn't you do your downloads after 11pm?
btw, on Speedtest.net, it is often worthwhile trying 2 or 3 different servers - I often get a 10 - 20% difference between servers. It is worth checking your firewall as well, as some people on the CF have had problems with ZoneAlarm causing speed reductions.

Downloaded nothing significant for the last week, since my speeds have been too shocking.

If you are a heavy user then you will be restricted between 4.00pm and midnight or so i have been told. ;)
Just a question - does downloading from p2p sites affect the speedtest?
I thought I would try it, to replicate the problems that some other users appear to be having
1st Speedtest, before download
https://www.cableforum.co.uk/images/local/2007/02/132.png (http://www.speedtest.net)
2nd Speedtest, during download
https://www.cableforum.co.uk/images/local/2007/02/133.png (http://www.speedtest.net)
3rd Speedtest, after download cancelled.

I only ran the p2p download for 15 minutes, so I didn't get near any 2gb limit - and my web-browsing/checking eMail was fine.
Could the fact that the download is running negatively affect the speedtest, rather than the speed being diminished? (if you know what I mean).
For the last couple of months, my Speedtest results have been consistently approx. 3900/380.

Yes... When downloading you obviously have to take into account your download speed, in addition with P2P you have to also take into account the number of threads associated with the download (and the upload).
Try a "netstat-a" when you are downloading from P2P to see how many connections your PC or Router is having to handle. Your slowness is often maximised by your router (or OS) only having the ability to open enough ports or threads. i.e. in windows XP SP1 you can open as many threads as you like but in SP2 there is a restriction to 30 to cause less load on the processor; download speeds will be impacted.
BTW Threads are often called TCP sessions
