Browsing is fine though this evening HTTP transfer rates are 200KB/Sec. There is still an issue with the local proxy server but thanks to being multiple I'm just using another to normal effect.
...Anyone else who can verify the issue in my area?
Edit:- I'm on 10mb. Normlaly 1.16mb flat rate off HTTP.
Edit again:- it's back in the mb/sec, now.
