I recently signed up to ntl 2mb Broadband but am having some issues.

For nearly a week now it was been up and down like a yo-yo, when it does work it seems fast.

When it dosn't work the lights on the modem are as follows: (ntl:250)

Power: On Steady
Usb: Off
enet: On Steady
Send: Off
Receive: Off
Send: Off
Sync: On
Ready: Flashing slowey

or:

Power: On Steady
Usb: Off
enet: On Steady
Send: Off
Receive: Off
Send: Off
Sync: Flashing Rapidly
Ready: Off

ntl have so far been unhelpful which has made me unimpressed. I have read about signal levels. According to the modem diagnostics mine are:

Downstream Receive Power Level : -9.2 dBmV
Downstream SNR : 35.2

Upstream transmit Power Level : 61.0 dBmV

Could this be where the problem is?

IMO Yes. Your upstream is too high. From your descrption of your modems lights and the upstream level it seems you are losing/have lost the return path.
Don't expect help from TS, they are only good for taking a message.
Just report your BB is not working and ask for an engineers visit. Don't try to explain anything technical as they probably won't understand.
