Obtain Upstream Parameters

I'm having performance issues with my broadband at the moment.

My cable modem configuration has the following:

Search for a Downstream Channel Done
Search for a Upstream Channel Done
Obtain Upstream Parameters Not done
Establish IP Connectivity using DHCP Done
Establish Time Of Day Done
Transfer Operational Parameters through TFTP Done
Register Connection Done

Is this what is likely to be causing my problems? What does it mean?
