About 20 mins ago I received a call, as soon as I answered the line went dead. I dialed 1471 and the number came back as 0800 281801, could this be a ploy to identify active numbers ?

Mortgage with them.
That number belongs to them. If you call it back it just tells you it was a courtesy call, and that their sorry they missed you and will try again at a later date. HTH

Indeed it /sounds/ like an automated dialler where what's SUPPOSED to happen is that when you pick up you get connected to the call centre... I have been getting this with argos atm. I moaned at them and it's never done it again. (I mean I actually get put through to someone now)

I hate these 'courtesy' calls, I tell all my service providers that I will change my supplier if they phone me. I signed up for The Telephone Preference Service which has helped.

Strange co-incidence, I have just received a spoof e-mail purporting to come from the building society telling me that due to admin errors they want me to click on a link where I can "safely" divulge my details and password otherwise my account will be frozen. I should coco !!!
