It won't, and neither will the new Italian law which allows a prison sentence. I imagine that the idea is that if enough countries pass laws against it that, eventually, it may be possible to take serious action against it. I believe that China and the USA (I've seen the Fort Lauderdale area mentioned as containing a large concentration of spammers) are major spamming countries.

Unfortunately, and I find this hard to believe, the US Senate is just about to pass a law which will allow you to be spammed if you don't opt out. This will effectively make it legal for US citizens to spam the world and, despite the US expecting the rest of the world to fall into line with their laws, we will not be able to do a thing about it. Perhaps, someone can can explain the reasoning behind this America action; is it simply that business money talks as far as US legislators are concerned?

The only thing that will stop spam is for e mail companies that produce e mail programs (Such as Microsoft producing Outlook Express) to put all kinds of spam filters into it. Otherwise it will not work.

I'm not really that bothered anyway because I use automatic DNS lookups and also block anything which is not from the US or UK. :D
