can an amplyer refuse to give a reference???????

my wife needs a reference for a new job , so far her previous employer has refused to give one , can they ??????? , i know they cant provide a bad one but can they refuse to provide ??????

Yes they can, Instead of giving a bad reference (which they legally cant do) they usually choose not to provide one.

IF the "employer" will not give one, see if you can get a personal one from a manager that she worked with there?

What's to stop people putting their colleagues down as referees claiming they are managers etc?
