I've heard that you can get AOL broadband on an NTL phone line. Is there any other Broadband service providers available on an NTL line?

Do NTL charge a fee to allow you to use the line with a 3rd party broadband provider(the same way that bt charged 50 quid to enable the line for adsl)

The AOL comes through the ntl cable, not the phone line.

All ADSL broadband has to come through a BT line.

Is there any other broadband providers you can receive, via the ntl cable, other than AOL?

At present, no. I'm not aware of any other provider planning to offer such a service either.

There are none.

You may as well just use ntl if AOL is not your cup of tea, the products are all largely the same anyway.
