Actually, AFAIK, this isn't a specific Wireless Zero Config problem. In my experience, most wireless adapters (whether windows based or not) don't cope well with a bad signal with SSID disabled. The PSP certainly doesn't.
The problem is that while most routers offer the option for SSID to be switched off, that facility is NOT part of either the 802.11b or g standards, so wireless chipsets may or may not work properly with SSID disabled.
