SMTP doesn't support auth. So ISPs usually only accept SMTP mail from IPs in their own address range. Some ISPs additionally allow SMTP from external IPs which have recently auth'ed via POP3 to receive email. My pipex account does that. A more professional solution is to use IMAP protocol for sending email as that supports auth.
