Is there any particular reason why I cannot create a new ....
.......virginnmedia.com email account, (as opposed to an my existing NTL account), so that I can rename and reclaim my webspace, which has been locked for months? It just keeps going to a blank page, on IE and FF.

You will need to call technical support on 151 from a Virginmedia phone line or 0845 454 1111 from any other phone line and an agent will help you with this issue as it cannot be done via the any forum due to the legal requirement to clear DPA.
