We advise / turn on by default SPF & domain keys and you would be surprised how well it works. It doesnt cut it out 100% but it doesnt stop the majority of the spoofing - of course, you need a well run server to keep/achieve this.

You may find this has nothing to do with yourr email accounts, rather your PC or network has become compromised, and your system is sending spam. Whilst the technical advice by the other posters is correct, its not adressing the most simple problem, one or more of your PC's is infected with a Trojan.

You don't need email accounts to do this, and judging by the steps VM have asked you to perform they suspect you have some sort of malware, such as a Trojan horse.

Was that the only thing they sent you? Any covering letter explaining the problem?

EDIT: Ignore the bit about email accounts, I missed one of your posts. Follow those steps though, you may have a shock!
