Email blocked by Norton Firewall?

I have been having a problem since yesterday afternoon sending and receiving email. The problem is not just related to my NTLWorld account but all accounts registered in my Outlook Express 6 (I am using XP Home SP1).

I have a Norton Firewall (as part of Norton Internet Security 2005). If I temporarily disable the firewall and click send/receive in OE6, the emails start to flow. As soon as I re-enable the firewall, emails stop.

The error message I get is:

"A time-out occurred while communicating with the server. Account: 'MyUserName@ntlworld.com', Server: 'pop.ntlworld.com', Protocol: POP3, Port: 110, Secure(SSL): No, Error Number: 0x800CCC19".


As I say everything was working just fine until yesterday afternoon and nothing as far I know has been installed during that time. The only automated install that I guess could cause a problem was on of the Norton Internet Security components that might have been upgraded via automated Live Update.

What about any updates by NTL to my Cable Modem? Do they upgrade anything in that way? If it is that possible, does anyone know of anything updated yesterday afternoon and if could it affect my Norton Firewall configuration for email?

This is you Norton Firewall blocking the Mail ports. You need to make sure that ports 25 and 110 are open.

I have checked the automatic settings for Outlook Express (msimn.exe) as configured by the Norton Firewall. Ports 25 and 110 are open as described below for OE Email. The full list of components auto-configured are as follows:

OE Email: outbound connection, any computer, any adapter, port 25 (remote smtp), port 110 (remote pop3), TCP protocol

OE Email-Auth: inbound connection, any computer, any adapter, port 113 (local auth), TCP protocol

OE HTTP Rule: outbound connection, any computer, any adapter, ports 80-83, 443, 1080, 8080, 8088, 11523, TCP protocol

OE IMAP Mail Server: outbound connection, any computer, any adapter, port 143 (remote imap), port 993 (remote port), TCP protocol

OE News: outbound connection, any computer, any adapter, port 119 (remote nntp), TCP protocol

OE DNS Rule: inbound/outbound connection, any computer, any adapter, port 53 (remote domain) UDP protocol

Are all of the above as would be expected? I have no idea, but hopefully someone can confirm or let me know otherwise.

This happened to me the other day, it was after an automatic update from norton. Didnt matter what I did , couldnt get outlook to connect with norton enabled. The only solution for me was to uninstall and reinstall.

It may be that Norton has changed the security settings in OE itself (this can also happen after WINXP updates).


Open OE; go to Tools/Accounts and open the Mail account Properties.

Go the Advanced tab and make sure the Pop3 and SMTP SSL selections are not ticked.
On the Servers tab make sure its not looking for Authentication for logon or outgoing mail (unless you should be of course).

Hi guys - thanks for all your replies and help. I finally managed to resolve the problem by resetting all of the auto-configured settings as per this support thread. Although it had meant reconfirming access for a lot of applications when I have used them, it was quicker than going through a complete uninstall/reinstall.
