I think the trouble lies with the billing system its a huge IT nightmare with the old system you Knew who had been in the account and there were notes all over giving details of every aspect of your service now anybody can tell you anything and they cannot trace it back unless you have a full name then it can be made up thats why its still happening today there is no fix at the moment.
